EE&C: Develop EE&C management models in enterprises.
Develop 06 energy management models for 06 energy designated enterprises. Conduct survey and capacity assessment for energy consultant organizations, develop, and enhance capacity for some selected energy service units in all three regions, developing them as focal consultancy organization to energy audit and energy efficiency technology transfer activities.

Organize training courses on EE&C measures in buildings for provincial Department of Construction staff, covering construction activity consultancy, monitoring, appraising and licensing.

EE&C in transportation activities.
Develop detailed EE&C programmes and plans covering optima use of road, waterway, railway, airway and seaway network; nationalize transportation facilities; develop high capacity facilities what can carry large number of people and big amount of goods.
