The new National Assembly Building is being constructed on Lot D, Political Center
Ba Dinh, Hanoi. Expected to be completed in late 2012, the building will be functioning
as a place where National Assembly sessions and ceremonies of the national great
days are held; international senior guests of the Party and State are received;
and National Assembly leaders as well as bodies under the National Assembly
have work meetings. The National Assembly building will be not only the work with
architectural values but also the one with applications of green technology as
well as energy saving and environment protection technologies.

Dr. Phan Van Binh, Deputy Director of the Management Board of
the National Assembly Building & Ba Dinh Hall Project, said: “The National
Assembly Building is a typical work that integrates such qualities as Green, Clean
and Effectiveness. The technologies we apply to the building conform to and
meet the green standards by Europe as well as Vietnam. All factors relating to
safety, durability, climate conditions, energy efficiency, sound insulation as
well as noise control and vibration-proofing have been calculated thoroughly. Technological
and equipment solutions as well as architectural solutions for the building
will ensure effective use of energy complying with QCXD09: 2005 Regulations issued
in a decision by the Ministry of Construction."
Typically, the highly efficient air conditioning system conforms
to standards by Europe and America, with the highest level of energy saving. In
addition to the installation of the control system of personal communication
service and the AHU system, a renewable
energy using apparatus is also employed to operate the air conditioning system.
According to Dr. Binh, with such specifications, the air conditioning system in
the new National Assembly Building can save up to 30% of electric energy as compared
to conventional air conditioning ones.

The electric energy control system of the National Assembly Building
is integrated with the BMS software thus promoting electric energy efficiency.
Lighting systems are grouped according to usage; the energy-saving
lighting system is equipped with a brightness control, a timer, and a motion sensor
to optimize the lighting.
Especially, with the desire to utilize renewable energy
sources to the utmost in the operation of the building, the Ministry of
Construction - the investor of the project – recommended the application of
solar-battery system. This clean energy source will provide a supplement to the
overall power system of the building by automatically mixing with the grid.
Furthermore, the green quality of the building is also reflected
in the running water treatment system. Waste water is treated by anaerobic
technology. All heat recovered from the air conditioning system is recycled by
being supplemented to the water heating system for the service of the whole
building.
